New Troop Medal For Serving In Gulf WASHINGTON (AP) President Bush on Tuesday ordered that a new medal be established for troops who served in the Persian Gulf War. The Southwest Asia Service Medal "may be awarded to members of the Armed Forces of the United States who participated in military operations in Southwest Asia or in the surrounding contiguous -waters or air space on or after Aug. 2, 1990," the president said in an executive order.

The medal also may be awarded posthumously, Bush said. Aug. 2 is the date that Iraq invaded its oil-rich neighbor, Kuwait, prompting the U.S. military buildup in the region and eventually the launching of hostilities in January. Insurance Subsidiary Sets Halt To Texas Operations BALTIMORE (UPD principal subsidiary announced Tuesday it will discontinue most of its insurance operations in Texas as a result of a flood of red ink incurred over the last decade.

United States Fidelity and Guaranty Co. executives met with Texas Insurance Commissioner Philip Barnes to make known its plans. Citing a statutory loss of approximately $300 million over the last years, the company, said it had turned a profit in only one of those years. said it would seek to make its exit from Texas "orderly for agents, policyholders and employees" by closing down the company's Houston and San Antonio offices, except for claim and audit functions, in 60 days. Operations will be transferred to the company's Dallas branch office, which will later be closed down along with smaller operations Austin, Beaumont, El Paso, Fort Worth, Longview, Lubbock and Mid- land.

"After a painstaking appraisal process and much deliberation, we have decided to discontinue most of our operations in Texas," said in a letter issued to employees and sent to agents. "This is a very. difficult decision but one based firmly on historical loss data and projections for future profitability." Some 134 employees be affected by the closing of the San Antonio and Houston offices, of a total of 424 who work for in Texas. which recently announced plans for other layoffs as part of a restructuring to shore up its financial position, said employees who remain with the company until their offices are closed are entitled to the same benefit packages covering employees affected by the restructuring. The insurer began business in Texas with the establishment of its Dallas branch office in 1918.

A residence at 416 W. 26th has been the scene of two burglaries since the first of the year. On January 1st, suspect broke a window and entered the house and removed a weapon and several items of jewelry. On March 1, a suspect kicked the back door open and entered the residence. Electronic equipment including a VCR, a television, stereo system, an a 35mm camera system was taken in this burglary.

There was also a seven-piece sterling silver serving set taken. It is believed that the same person entered the house both times. On the first burglary the combination to a safe was taken. On the second burglary, the combination was found in the area of the safe. Entry was not gained because the combination had been changed.

Texas Teen-Ager Attacked By Javelina At Picnic Area BAYSIDE (AP) A javelina attacked a teen-ager at a picnic area after a second youth tried to catch the wild boar with a rope. The injured youth was hospitalized with groin and leg injuries. Texas Parks and Wildlife officials said the attack was unusual because javelinas normally avoid humans unless the animals perceive a threat to their offspring.
